Building – Stop Stalling Says Starmer

Labour plans to enshrine net zero in planning policy are welcome but must not undermine local democracy, the Campaign to Protect Rural England has said following Keir Starmer’s commitment to get Britain building at the recent party conference.

At the conference, Shadow Chancellor Rachel Reeves said Labour would place net zero at the heart of the planning system, set clear national guidance on community consultation for developers and increase planning capacity across local authorities.

Keir Starmer spoke about jobs, saying: “Labour will drive down bills and create new jobs for plumbers, builders and electricians as well as for scientists, designers and engineers.” He was specific about home improvement, saying: “We will create jobs retrofitting homes in Keighley, Rochester, Warrington and in every village, every town and every city across our country.”   

 

Get Britain building

The Shadow Prime Minister continued: “If we want to spur investment, restore economic security and revive growth, then we must get Britain building again.

”The Tories would have you believe we can’t build anything in Britain anymore. In fact, the single biggest obstacle to building infrastructure, to investment and to growth in this country is the Conservative Party itself. 

”Just look at the fate of HS2.  A major transport project lost, another promise broken because the government could not keep costs under control. When it comes to getting things built and projects delivered, Britain has become the sick man of Europe.”

Starmer said he would focus on why major building projects fail in the UK and put it right before speaking about building in general, saying: “If the Tories won’t build; If the Tories can’t build; Then we will.

”We will take on our antiquated planning system and put in place a once in a generation set of reforms to accelerate the building of critical infrastructure for energy, transport and housing.

”And to tackle the litigation which devours time and money before we even see shovels in the ground.

”We need a government siding with the builders not the blockers and a government that will get Britain building again.”

 

Campaign to Protect Rural England

CPRE chief executive Roger Mortlock responded: “Conservative governments have tried to silence local communities and weaken local democracy by deregulating the planning system – and failed.

“A developer free-for-all would be just as damaging under Labour.

“Enshrining net zero, mending our broken planning system and committing to a brownfield first approach are welcome commitments from Labour.

“We also need an integrated land use strategy that incentivises greener land use decisions and delivers net zero and nature’s recovery, as well as tackling the housing crisis.

“Achieving net zero urgently requires the development of new infrastructure but it will only succeed if it’s delivered in the right place and local people have a meaningful say in where and how it’s done.”
